The Academic Path Behind Justin Fulcher’s Public Sector Work

Most entrepreneurs who found a company in their early twenties do not go back to school to study nonproliferation and terrorism policy. Justin Fulcher did, and the decision says something about how he views the second half of his career.

Fulcher co-founded RingMD, a telemedicine platform, in 2013 at age 21, building a company that eventually operated across multiple countries in Asia. He spent years focused on the practical work of scaling a healthcare technology business in markets where infrastructure was inconsistent at best. By 2017, that work had earned him a place on Forbes Asia’s 30 Under 30 list in the Healthcare & Science category.

A Deliberate Shift

Rather than staying purely in the private sector, Justin Fulcher pursued formal study in a very different field, earning a Master’s degree in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies in 2023. Justin Fulcher is currently pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies, adding academic depth to a resume already built on operational experience.

That academic foundation lines up closely with the public sector role he took on in early 2025, serving as a Senior Advisor to the Secretary of Defense focused on acquisition reform and technology adoption. It also connects to his more recent interest in supply chain resilience for critical materials such as rare earth elements, a topic that sits squarely inside the fields he chose to study.

Theory Meeting Practice

What makes Fulcher’s path distinctive is the order of operations. Many people study policy first and apply it later. He built and scaled a company, then went back to formal study to sharpen his understanding of the institutional and security questions he was already encountering in practice.
